Now that the rules have been fleshed out regarding which attributes should be omitted from m-sections that do not own their transport, we need to go ahead and implement those changes. Depending on how far off base we are from RFC 8859, there may need to be a transition period where the new behavior can be disabled, and perhaps even a multi-phase plan where we first implement "accept the new behavior" and wait for it to be on all supported versions, and then implement "perform the new behavior".

Some analysis will be needed.

It probably makes sense to do this at the same time as bug 1753037, but if there is an "accept the new behavior" phase, that would probably be done at the same time as bug 1753018.
