1753261 - Stop running Streams WPT tests in the JS Shell

Shortly the JS Shell is going to lose the ability in our normal builds to run the Streams WPTs. In order to smooth that transition we should disable them now.

While we continue to use the JS Streams implementation this will continue to get tested by browser builds, so we're not really losing any coverage by doing this.
