+++ This bug was initially created as a clone of Bug #1752351 +++

In the interest of time (soft freeze tomorrow), rather than commandeer all the patches in bug 1752351 to apply mostly my non-blocking review nits, it seemed simpler and quicker to land bug 1752351 as-is and apply my nits afterwards here.
