When returning early from waitForInitialNavigationCompleted() it would be very helpful to know what the target URI of the navigation actually is. This information can then be used for the browsingContext.contextCreated event (bug 1694389).

When requested to return early from waitForInitialNavigationCompleted
when the navigation starts, the URIs of the current location and for the
destination will be returned.
