1753639 - Common-referrer snapshot suggestions don't consider all referrers from interactions on the current site

Currently, when we make common-referrer snapshot suggestions we only suggest those that match the context's referrer.
This bug is to change the behaviour so that we consider any snapshot which has an interaction with a referrer common to any interaction of the context site.

We consider snapshots where there is a referrer common to any interaction of the context url because we think that users expect this behaviour.
