1753826 - scrolling quickly over tall remote iframe stalls frequently

Move mouse over the iframe.
Scroll down by swiping on the touchpad many times quickly.
Watch the scroll bar, it will just stop moving for seconds at a time.

I'm not able to reproduce this on Linux (I tested in Nightly, with Fission enabled, and in Wayland mode to exercise the PanGestureInput codepath).

I also expect iframes this tall to be rare, and thus I'm inclined to mark this as S3 independent of reproducibility; let me know if you disagree.

I can also reproduce with a bunch of not very tall iframes. I can also reproduce with fission off and overscroll off.

Maybe mac specific, doesn't seem to reproduce on Windows for me.
