This is not a regression, too; the test itself was checked into our tree Feb 5th in bug 1749932 comment 13 (with auto-generated-from-TryServer pass/fail annotations), and seems to have immediately run into a test result that didn't match the annotations (comment 0 is also from Feb 5th).
(That bug -- bug 1749932 -- is the bug that's currently in the "regressed by" field; that's just where the failing test landed, it's not something that "regressed" the test.)
So this is just a case where the test landed with incorrect autodetected pass/fail annotations (presumably due to insufficiently-thorough TryServer test cycles).
