We need to publish a new release to get moz-phab uplift out to users.

Comments the help text for moz-phab uplift to hide it from the
main help. moz-phab uplift --help still shows help for the
command, but this change reduces discoverability of the command
while we cut a release candidate.

Release candidate 1.1.0rc1 published.

I'll leave this open until we publish 1.1.0 proper.
