Probably not a priority for BiDi, but the Message Handler framework should support webextension contexts.

Just to add: support for WebExtension contexts should likely only be enabled when remote system access is permitted, as this allows browsing contexts from processes other than web content to be retrieved and interacted with - and that's not enabled by default. Bug 1722679 is the meta for all required work.
