1755592 - Attachments Save-as dialog not prefilled with file name

+++ This bug was initially created as a clone of Bug #1751441 +++

When I created a new save-as dialog I didn't fill in the file name of the attachment, which is unhelpful. I also left the title of the dialog hard-coded to "title" instead of using a translated string.
