1755748 - Captions from background tab Youtube videos in the PiP window are delayed

1. Enable the pref media.videocontrols.picture-in-picture.display-text-tracks.enabled
2. Go to a video on Youtube and ensure captions are enabled
3. Open PiP
4. Switch to another tab and observe caption text in PiP window

Expected

Caption text should display without delay in PiP window

Actual

There seems to be a delay when displaying captions. This is more obvious when audio is playing. Sometimes the displayed caption seems to be "stuck" until you switch back to the original tab, which allows the captions to "catch-up" with what's shown in the original video.

Issue reproduced in Nightly v99.0a1 from 2022-02-16 on Mac OS 11 and Window 10 and Ubuntu 20. The fix was verified in Nightly v100.0a1 from 2022-03-05 on Windwos 10, Mac OS 11 and Ubuntu 20/22.
