The gecko-t/misc pool has no running workers, index-task-shippable-l10n-macosx64-shippable-*/opt tasks are not running but pending for 2+ hours.

Possibly a FxCI worker manager hic-up or something over AWS?
It appears to be fine now. I do see one error in the worker-manager logs but that was once 16 hours ago.
Error calling AWS API: Your requested instance type (r5d.xlarge) is not supported in your requested Availability Zone (us-east-1e). Please retry your request by not specifying an Availability Zone or choosing us-east-1a, us-east-1b, us-east-1c, us-east-1d, us-east-1f.

+1, I would tend to guess worker-manager slowness until that's resolved.
