Steps to reproduce:
Just normal browsing.
Actual results:
I close the message, and about 30 minutes later it pops up again.
Expected results:
It should not be notifying me on my home network.

The Bugbug bot thinks this bug should belong to the 'Core::Networking' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Hi,
The captive portal check performs a request and compares the response to the expected string.
For some reason it fails in your case. I assume that clicking on the button just opens this page for you? https://support.mozilla.org/en-US/kb/captive-portal
This error is potentially caused by:
- Anti virus software
- Firewalls
- Router configuration
- Proxies
If you don't know how this is happening, you might want to capture some Logging in order to figure out how this is failing.

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE
.
