TAB enters the DevTools, but cannot leave DevTools

Steps to reproduce:

I open a web page and press F12 to open Web Developer Tools. I press TAB to iterate over the web page. At some moment the focus enters the Web Developer Tools. Pressing further TAB iterates over the Web Developer Tools.

Actual results:

I cannot leave Web Developer Tools by just pressing TAB.

Expected results:

By pressing TAB, the focus shall move at some moment outside of Web Developer Tools.

But sometimes, (depending on the web page?), pressing TAB can leave Web Developer Tools.
