175712 - "Load Image" option in popup context menu

Requesting the option "Load image" in popup context menu over images in the page 
for the following cases:

1) page loading has stopped, image has not been loaded
2) page loading has stopped, image has been partially loaded
3) user action stoped page load, image not loaded or partially loaded 
4) Netscape 3&4 had the option (settable in prefs) wheather to automatically 
load images or not. Netscape 4 adds "Show image" in context menu over image if 
this option is off. Mozilla doesn't seem to have such an option. If such an 
option will be added at some time later, suggest Netscape 4 like behaviour.

If image has loaded completely, such an option in the context menu would be 
meaningless, so it will should not be shown anymore.
