The Bugbug bot thinks this bug should belong to the 'Firefox::PDF Viewer' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I'm not sure why pdf viewer considers localfile as unsecure connection, but what's certain is that this is not a recent regression. For comparison, opening a local saved xml in Firefox would properly show file padlock and not the insecure one.
Environment:
Windows 10, Mac 11 using:
- 91.6.0esr 2022-01-31
- 92.0a1 2021-07-12
- 97.0
- 98.0b9
- 99.0a1 2022-02-28
Note:
I'm not sure if PDF viewer is the best component for this issue, but given it's just reproducible with the PDF viewer and that might be a reason for which we're displaying the insecure padlock, I'll leave it be as an enhancement for the time being.
