Steps to reproduce:
I have set firefox to ask me what to do with the PDF files. I opened a pdf from a website.
Actual results:
Firefox did not ask me what to do with the pdf. It simply opened it in the same tab over the website I was browsing.
Expected results:
A pop-up should have opened asking if I wanted to open it in firefox or open it using adobe or save it. Opening in firefox should have opened it in a new tab, like it has been for many years.
Additionally, after changing the settings and reverting to 'Always Ask', I am getting a pop-up asking to open the pdf in adobe or save file. But I am not getting an option to open it in a new tab in firefox.

The Bugbug bot thinks this bug should belong to the 'Firefox::PDF Viewer' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

I am confirming the problem. I have PDF's set to Open with Firefox, and when I click a link to open the PDF using Firefox 98.0 it opens in the tab I am browsing. Prior to this week, it would open in a new tab. This is causing a major issue with web apps where navigating out of the app, when it opens the PDF in the same window, causes "Document Expired" errors when I try to go back.

I can't reproduce this on the latest versions of Firefox Nightly 100.0a1 (2022-03-14), beta 99.0b and release 98.0.1 using your steps. It always opens the pdf in a new tab for me.
Can you test the issue while in Safe Mode? You can find helpful info here : https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode .
Testing with a fresh new profile could help. You can find more about creating a new profile here : https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile .
If possible, you can test this issue on the nightly build as well. Download the build from : https://www.mozilla.org/en-US/firefox/nightly/all/ .

Hi Andrei. Thank you for responding, but I am not using FF98 anymore. I have downgraded to version 89 with no intention to update the browser. I apologize for wasting your time.

I tested this on Firefox Nightly 100.0a1 (2022-03-14) (64-bit) and the issue still exists. I did not change any settings so it is opening PDF's in Firefox by default. Instead of opening in a new tab it replaces the current tab.
I have also tried this in Safe Mode on Firefox 98.0.1 and it has the same issue. I have also observed this issue on multiple computers running 98.0.

I can get the second pop-up OP shows. Selecting 'Open with Firefox' and 'Do this automatically' will open that PDF in a new tab, but as comment #5 says, all subsequent PDF files open in the same tab.

To figure out why this is we'd need more details (like a link where you're seeing this behaviour), but it sounds based on comment 4 like you won't be willing/able to provide this.

(this is my literal very first bug report every, so my apologies for the sparse details)
I just updated to FF 98.0.1 (according to the "about" page) and am getting similar behaviour. The settings-->general-->applications-->Portable Document Format simply says "open in firefox" and mentions nothing on tabs. See here., note, here also I didn't change a thing from stock (stock being what it was before the update)
The behaviour of opening in the same tab is also consistent across multiple restarts (both firefox, and full computer reboots), logging in and out of my firefox sync account and across the different websites I tested (gmail, outlook and whatsapp web). See here. Apologies for all the context being in dutch, but as you can see at the top left, FF doesn't open a new tab.
Due to the consistent behaviour, I would imagine it is because of some flip not being switched or some setting not being correct. I hope we can get it fixed, as it's an incredibly annoying bug haha.

It's a severe bug, especially in web apps like
- online banking (downloading PDF monthly reports)
- messengers (e.g. WhatsApp Web when downloading PDFs from messages)
- Business ERP or CRM systems (when downloading generated PDF documents)

Hello! The behaviour persists in FF 100, using Ubuntu 20.04.4 LTS 64Bits. The only workaround I've found it's to change "Open in Firefox" to something else for PDFs in the applications settings. It was working fine a couple versions behind, it could be FF98 as they say up here, but no sure. It's very annoying specially in home banking sites which requires to re login when you leave the page.

You're commenting on a closed, duplicate bug. The bug it was duplicated to, bug 1756980, was fixed in Firefox 101, which is already in beta.
