Steps to reproduce:
Chose "Open with" instead of "Save file" on Downloads Panel prompt
Actual results:
All file goes to default downloads folder after V98.0
Expected results:
The temp files go to "%AppData%\Local\Temp" in previous versions
Could be related to the "fix" for https://bugzilla.mozilla.org/show_bug.cgi?id=1751725
