Steps to reproduce:

Start a download

Actual results:

The download manager opens randomly, multiple times (although I didn't start a new download) and steals the focus when doing so.
The download manager also opens after starting Firefox, saying that there are no downloads.

Expected results:

Don't open the download manager randomly.
Only open de download manager only once after the download finishes (I think this is the intended behaviour although I don't like it).
Do not open the download manager when starting Firefox.
