[Prerequisites]:
- You are enrolled in the "Welcome Back Casual ECO2203" experiment.
- No "ECO" message was previously displayed.
- Firefox is not pinned to the taskbar/dock.
[Steps to reproduce]:
- Open the browser using the profile from the prerequisites.
- Observe the behavior.
[Expected result]:
- A "welcome-back-casual-eco2203" message is displayed.
[Actual result]:
- The "peace-of-mind-a-rollout-cfr" message is displayed instead.

In the case where both the cfr rollout and experiment message have not yet been shown, this should now be fixed with each experiment message containing a "priority" value while the cfr does not have one set.
This does not address the situation where the cfr rollout was shown earlier, e.g., yesterday, so the "eco" group prevents showing another for 4 weeks.

I have verified that this issue is no longer reproducible with the latest Firefox Release (98.0.1 Build ID - 20220315185755) installed on Windows 10 x64 and macOS 11.6.4. Now if both the CFR rollout and experiment message have not yet been shown, the experiment one will be triggered first.
