[Steps to reproduce]:
- Open the browser profile and navigate to the about:config page.
- Set the
doh-rollout.enabled
pref totrue
. - Open a new tab.
- Press the “Tab'' key several times in order to focus the DNS doorhanger.
- Observe the behavior.
[Expected result]:
- The DNS doorhanger is focused.
[Actual result]:
- Other elements from the browser or web page are focused.

I'm able to access the doorhanger with F6 which I believe is the expected behavior. I don't have Mac and Linux handy to test this morning but having tested on Windows I don't think this is actually a bug as tab isn't expected to reach this dialog while F6 is. If QA can confirm that F6 focuses the doorhanger across platforms that would be great. Note, the first press of F6 should focus the addressbar and the second should hit the doorhanger.

- I can confirm that the "Learn more" link from the DoH doorhanger is focused when pressing the "F6" key twice.
- After the focus is moved inside the doorhanger, the "Okay" and "Disable" buttons can be accessed via keyboard navigation ("Tab" key).
- Tested across platforms Windows 10 x64, Ubuntu 20.04 x64 and macOS 11.6.3 using Nightly 100.0a1, Build ID: 20220317092857, Firefox Beta 99.0b4, Build ID: 20220315185755 and Firefox Release 98.0.1, Build ID: 20220313140707.
