Seems like it did complete once, and didn't take an especially long time, so I don't know what's going on here. I also don't seem to be able to get any logs for the failing cases, so this seems like it might need some help from the taskcluster team to figure out what's going on.

I'm going to guess there's now a fairly consistent hang or OS crash, which is preventing the machine from reclaiming the task. The one task you highlighted is the exception, not the norm. There doesn't seem to be this problem with other chunks, just 20, so that would suggest there may be something that landed recently that is causing a test in the 20 chunk to hang.
