We've gotten some requests to implement the availableOutgoingBitrate member of the "candidate-pair" stats from getStats, since this information is helpful to estimate video send capability in particular.

We already expose "Send Bandwidth (bytes/sec)" in about:webrtc which might be a basis for this data x 8 (though there may be some differences with simulcast).
