Steps to reproduce:

1. Go to private mode and create a private tab
2. Close all private tabs

iPhone 13 ,iOS 15.4, Firefox for iOS 98.1

Actual results:

Not able to create private tab, can't access tool bar, virtual keyboard raised without any input field. The UI is almost dead lock. (Left side screenshot of the attached picture)

Expected results:

Two suggestions:

1. Make sure that user can access the tool bar to create new private tab. (Right side screenshot of the attached picture)
2. Create a new private tab automatically after the last private tab was closed just similar what it did in the normal mode.
