"open link in new tab" in script-opened window makes invisible tabs

Details
You can create new tabs in a javascript-opened window with no toolbars, but it
doesn't make a tab bar appear, so it looks like the command failed.
Steps to reproduce:
1. Load http://www.freedom-to-tinker.com/archives/000161.html.
2. Click "Followups (2)" at the bottom. (This opens a new window.)
3. Right-click a link in the new window and select "Open Link in New Tab".
Result: nothing appears to happen.
4. Press Ctrl+Tab.
Result: the content of the new window is replaced with another page.
This happens in Phoenix 1022 and Mozilla 1017 on Windows XP.
