176141 - I can only launch browser or mail not both I have to change preferences to change applications

If I set prefs. to start in Navigator it does but mail will not launch. I select
it and get the hour glass symbol for few seconds and then nothing. Same thing
for Composer. If I change prefs. for Mail/News that launches OK but Navigator
will not launch. I also tried using keyboard ctrl - 2 to launch - no result. The
application appears to keep running even after I close it. I have to do 3 finger
salute and end task.

Reproducible: Always

Steps to Reproduce:
1.start mozilla
2.select Window
3.select Mail & Newsgroups

Actual Results:  
Window menu pulls down, when I select Mail & Newsgroups menu closes - then nothing.

Expected Results:  
Launched Mail

I'm running Win 98 SE using the classic theme.
