When we added USER_REGION we made it only operate exact match (for WebExtension locales), however this is not always as useful as we sometimes want to use a WebExtensions locale name that is not the actual region name as sometimes that can be confusing, e.g. "fr" locale and "fr" region.

Currently, fetchEngineConfiguration assigns the value of engine.webExtension.locale to one of three
matches, but it's entirely possible for webExtensionLocale to contain data that should persist.
