Steps to reproduce:

Download any file form the internet.

Actual results:

Starting from Firefox 98 it is forced the file download option, even if I choose "Always ask what to do". That's annoying because it's not always required to physically download the file. TEMP folder is there for a good reason and Firefox must respect that reason.

Expected results:

Firefox should respect my preference. If I set "Always ask what to do" Firefox MUST NOT download the file automatically. If people is annoyed from the "Always ask what to do" window, they will choose automatic download and problem fixed.
I usually open hundreds of files per day from internet, but I need to download 1% of them, why I have to clean my download folder manually each day?

Actually I think this is a general issue, not referred to a single version of Firefox.

I guess it's more Networking issue than Gtk one.

This is some frontend feature.

I really agree to this issue!
A workaround was mentioned in this comment: https://bugzilla.mozilla.org/show_bug.cgi?id=1758609#c16 :
Set the desired directory (most probably some temporary one) at the "Save files to" option and then switch back to "Always ask". The files for those one selects "open with" are then downloaded to the directory set at the non-choosen option.

Nonetheless this is very counter-intuitive UX and should be improved imo.

This issue is tracked in 1738574 and comment 5 is the workaround I would suggest in the meantime.
