Starting with FF98, when downloading files to be opened in external applications (e.g. open PDF file with Adobe Acrobat), downloads are stored in configured Download folder instead of temporary folder. So, these files unnecessary clutter the Download folder, and the user cannot tell important downloads from unimportant downloads.

As the initial bug is closed for additional comments because getting the download folder flooded with temp files is apparently considered "useful":
In "Settings / General / Files and Applications", activate "Save files to" and set it to your tmp folder. Than activate "Always ask you where to save files". While a bit counter intuitive, the provided folder is luckily being used despite it being deactivated when opening a file directly in an external application. At least until Mozilla decides to annoy people some more instead of actually making things more useful.

For reference: Setting "browser.download.improvements_to_download_panel" to "false" in about:config mitigates the functional degradation
