Steps to reproduce

1. Load https://bugzilla.mozilla.org/attachment.cgi?id=9270336 in Firefox for Android (or GeckoView Example).
2. Pinch-zoom in, making the page scrollable in both dimensions.
3. Scroll horizontally.

Tested on a Samsung Galaxy S7 running Android 8.

Expected results

The horizontal scrollbar is rendered during horizontal scrolling.

Actual results

While horizontal scrolling occurs, the horizontal scrollbar is not rendered.

This issue reproduces as far back as I was able to test (2020-09).

Does it look like/seem to be a bad interaction of horizontal scrollbar and dynamic toolbar?

Indeed, it looks that way: disabling "scroll to hide toolbar" in Fenix settings makes the horizontal scrollbar appear.

I also remembered the older bug 1598978 which may be related.
