Steps to reproduce:
I was downloading mods from Nexus Mods and clicked open file.
Actual results:
The file saved into my Download folder and opened.
Expected results:
The file should have opened and only saved into the temp folder.
Forgot to mention that I have Ask every time selected for all file types in the settings menu.

The Bugbug bot thinks this bug should belong to the 'Firefox::Downloads Panel' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

If I choose "open" I do not want to keep the file permanently.
up to FF 97, when choosing "open" the file would be stored in tmp which the operating system cleans up automatically on every reboot. It is clear to me that technically, every open consists of a download followed by calling the chosen application with the filename, but from a user perspective, the file is "invisible". This is convenient.
Now they are placed in my Downloads folder. If I have to keep track which files in my Downloads folder were downloaded intentionally and which ones resulted from Firefox deciding to put temp files there and need to be deleted, this is a major hassle.
For files I choose to save, I have set "always ask you where to save files" for the location, and Firefox is very good in remembering per site which is the download location I last picked, e.g. the account statements folder for my online banking, the tax folder for the government tax reporting website, etc. but for a lot I use the Downloads folder. Is it configurable where files that are opened will be stored? Then I could just set that to a tmp subdirectory like before (hoping it will be created if it doesn't exist) and would have solved this annoyance.
(I considered switching to "always save to: Downloads", replace the Downloads folder, and then switch back to "always ask you", but I am fearful that this might make firefox forget the per-site locations, which would be annoying also.)

In order to open the file, it needs to be downloaded and saved somewhere on disk. On Windows and Linux this used to happen in the temp directory. This changed with Firefox 98. Future updates about this behaviour will appear in bug 1738574.
