Bug 1759324 is updating libvpx to 1.11.0 using our existing update script. Following that, it makes sense to switch updates to update bot, as we'd like to get more third party libs using update bot.

I have set it to do one update per Firefox release, so immediately after branch, Updatebot will file an update.

While working on this, I noticed that one of the patches fails to apply on upstream; so the first time Updatebot processes this, it will break. We may want to do a manual-ish update before then to avoid it.
