images are not copied to mail composer window

Images from a local file, made with seamonkey composer, are not copied to a new mail, composed with seamonkey mail. instead, a (not for others working) link to the local computer file is inserted. other people complain rightfully that they cannot see the images.
actions: make a new html file
edit with composer
insert a copy of an image of a region of the screen, made e.g. with shutter
make the image (now in data:... format) a local file, to reduce file size, in other words let the image link to Images/....
select image and text
copy image and text
paste it in a new e-mail
Seamonkey mail does not give message "Seamonkey has blocked a file from loading this message/ Unblocking the file will include it in your sent message. Button 'Options'" but includes only a link to the local file in the mail.
the image is visible in the compose mail window, but only because the computer can find the local image file on the computer
when the mail is sent, the image is missing in the recipients mail.
saving the new file first with Opera and copying and pasting it in the mail eliminates the problem, questions are being asked for all images
pasting it in Thunderbird also eliminates the problem, questions are being asked for all images
can this error in Seamonkey mail be eliminated?
