Matrix lets you react to messages with emoji, it would be nice to display these somewhere in the Thunderbird UI.

This probably has some of the same requirements as bug 1701218 / bug 1701216.

While bug 1712711 added an initial implementation that at least shows the reaction as system messages, a proper implementation would show the reactions in context of the message and also allow the user send a reaction.

I retitled this so it isn't identical to bug 1712711. I suspect we're going to want to aggregate the reactions to show each emoji and count (which seems to be the standard for Element, Slack, etc.) so thought that would be a good title.
