help window won't let you do anything while it's up

When I call up a help window, it sits there at the front of the screen: if I try to look again at the page/procedure I was a having a problem with, it won't let me. I have to CLOSE the window to go and do what it's telling me to do. If this was a long set of instructions with several things that need checking, the help is very frustrating, as I might have to call it up and dismiss it several times. Shouldn't it go to the back and then be called forward again like any other window? I've been reduced to copying and pasting the help text into another program in order to use it.
