Looks like its because of the slow swapchain thing. The mechanism to disable slow swapchain does work. However, it looks like that mechanism is working per video (iframe?). This page has a lot of embedded videos. It appears that the disable-slow-swapchain mechanism is done for each video separately, with the result that the scrolling is absolutely terrible once multiple videos are loaded.
