[wayland] [sway] Extension popup tooltips cause the popup to close

Details
Whenever I hover the popup element that hat a tooltip (for example NoScript buttons to select script policy for the domain), the popup closes and the tooltip shows. This started after I updated to firefox 99.0.

Just reproduced the bug it with the newest nightly easily. Just start a browser, install NoScript, open the popup and hover any button. Just like that on a clear profile without any additional settings or setup.
Cannot test on a different compositor though.

We need to test another compositor proceed. Or you can report that to Sway bug tracker.
On wayfire (another wlroots-based compositor), I can't see the tooltips from an extension popup or the overflow popup. It flickers instead.
It seems to be similar to bug 1766198 I've filed.

Okay, on sway-1.8, which uses wlroots-0.16.1 this bug does not happen, but there is still minor flicker when tooltip or menu on the popup opens. The popup disappears for a split second and then reappears again.

With sway 1.8.1 no flickering happens anymore.
