DESCRIPTION:  A FORM element should end a P element.  It's not.

STEPS TO REPRODUCE:
 * load http://lxr.mozilla.org/seamonkey/find?string=nsHTMLContentSink.cpp

ACTUAL RESULTS:
 * input box, horizontal rule, and results list are centered

EXPECTED RESULTS:
 * only the 2 lines above the input box should be centered

DOES NOT WORK CORRECTLY ON:
 * Linux, apprunner, 1999-10-30-08-M11

WORKS CORRECTLY ON:
 * NN 4.61 Linux

ADDITIONAL INFORMATION:
HR should also end P.  It's clearly not in this page.

testcase for HR, which, as I said, should also close P).

Verified fixed, Linux mozilla 1999-11-22-08-M12, using testcases from bug 18263.
