I'm not convinced this is required, however, the ideas of partitioning and scope limitation feel orthogonal rather than strictly ordered. Regardless, it is not immediately obvious how private-browsing is respected when partitioning is enabled and that would be a good minimal adjustment rather than reworking this enum.
