The landing of Bug 1763781 resolved some cases where macOS HDR VP9 playback was dependent on a hardware decoder. https://bugzilla.mozilla.org/show_bug.cgi?id=1763781#c26 shows that there is still an issue with macOS 10.14. Since we can't create a development environment on macOS 10.14 any longer, we'll need better logging to solve the cases where a video misses the specialized video layer path. Bug 1766343 is attempting to improve that, and once that lands, we can hopefully debug this problem with passed-down builds to a 10.14 machine.
Even 10.15 has quirks for Chrome. YouTube's suggestion is for platforms to disable HDR advertisement in CSS Media Queries for older OSes. https://bugs.chromium.org/p/chromium/issues/detail?id=1292060&q=&can=4

Very helpful to know that, thank you. Let's keep this open while we see if we can shore up our video path and logging and see what might be going on with this code path.
