Ed, you mentioned something in Slack about being able to configure whether or not this gets respected on a per message basis. Is that something we want to implement here too?

The user pref can be checked like other message targeting: 'browser.newtabpage.activity-stream.asrouter.userprefs.cfr.features'|preferenceValue
Alternatively, a group can be defined to also check the pref, e.g., https://github.com/mozilla/messaging-system-inflight-assets/blob/7b4fdd30f9403542fae4e7669e2dbbba51b4d128/message-groups.yaml#L18-L25
