1767079 - Implement GitHub workflow to generate requirements files

The workflow should generate requirements files for all platforms that we are running tests on, for all supported Python versions.

As part of this change, some .in files may be consolidated, and the test/build workflows may have to be adjusted to match any newly generated files.
