Preconditions:
PRIVATE BROWSING Mode enabled
Clean profile

Steps to reproduce:

1. Navigate to: https://www.rva311.com/rvaone.
2. Observe the result.

Expected Behavior:
The page loads.

Actual Behavior:
The page is stuck in a loading state.

Notes:

• Not reproducible in Normal Browsing Mode.
• Works as expected using Chrome.
• Screenshot attached.
• Reproducible on all the drop-down menus on the page.

I see this in the console:

Uncaught (in promise) DOMException: A mutation operation was attempted on a database that did not allow mutations. 

So the page is expecting indexedDB to always work, but it will not work in private mode until bug 1639542 is addressed.
