This is an experiment.
Right now if a user is not logged in and the click the save to Pocket button on newtab card meatball menu, it takes them to the signup panel, which if they then click on that it takes them to the getpocket.com signup page.
The experiment is to skip the signup panel step and take them straight to the signup page.

To test:
- Set browser.newtabpage.activity-stream.discoverystream.sendToPocket.enabled to true
- Open newtab with Pocket enabled.
- Log out of Pocket
- Click a Pocket article "..." menu and click "save to Pocket"
expected: should send you to a signup page.
- Log in to Pocket
- Click a Pocket article "..." menu and click "save to Pocket"
expected: should save to Pocket.
Do the same 2 above tests but this time with browser.newtabpage.activity-stream.discoverystream.saveToPocketCard.enabled set to true, and instead of the ... menu, click the save to Pocket button above the card thumbnail.
