The usual. Add news download section and release notes.

• ESR 91.9 security updates and lots of minor stuff.
• NPAPI plugin removal and so no longer dependent on gtk2
• clang 4 and gcc 6 support discontinued.

Just wondering if this can be changed to something along the lines of "Automatic upgrades are available only for 2.53.x versions (except 2.53.7 en-US & zh-TW)."  (Could probably be changed on a non-release website update)
