1769335 - update in-tree sccache to 0.3.0, to pick up fix for "extern location for audio_thread_priority does not exist" and other improvements

Our current in-tree sccache version doesn't work for distributed builds, as described in bug 1760743. It's fixed upstream, though, in version 0.3.0.

mhentges mentioned in bug 1760743 comment 20 that we'd use a dedicated bug to do the 0.3.0 version-bump, but I'm not sure a bug was ever filed (I can't find one), so I'm filing this bug for that purpose.

note, I'm specifically using the hash for the 0.3.0 release:

There is one newer commit from user jschwe which bumps a bunch of dependency versions, but I haven't included that at this point, since it's newer than the 0.3.0 release and I'm not sure about whether it's needed/important-to-include.)
