When replying to a plain text message with xml or html markup in it,
the markup is interpreted in the reply window, causing non-html tags
to disappear and html tags to change the display.  The xml markup
should be quoted in some way before being displayed by the message
editing window.

Reproducible: Always

Steps to Reproduce:
1. reply to a message with xml or html markup.
2. notice that the markup disappears in the message editing window.
3. sample message text: <b>bold</b>

Actual Results:  
Markup disappears, html tags are interpreted.

Expected Results:  
Original text appears quoted in reply window.
