However, the faulty frame which shows nothing on above page can be loaded:

http://cisco.partnerelearning.com/pec/ingtskban.asp
will show a blue page with Mozilla 1.2b, Netscape 7 and loads fine with IE6 or
NS4.x.

got mail from webmaster:
"At the present time, Cisco does not support Internet Explorer v6.xx browser and
Windows XP machines.  We recommend Internet v5.xx and Windows 95/98/2000 or
Windows NT to access the PEC website."

This was fixed by Cisco webmaster, the frame now loads correctly, JavaScript
code is correct.
