In bug 1713403 we implemented dominant axis locking for Mac, but it is only enabled by default only on the Nightly channel.
This bug tracks letting the feature ride the trains to release.

Release Note Request (optional, but appreciated)
[Why is this notable]: Impacts all touchpad scrolls on macOS, and may impact other OSes depending on the user about:config.
[Affects Firefox for Android]: No
[Suggested wording]: Touchpad scrolls on macOS never result in diagonal scrolling: the smaller of the x- and y-axis deltas is dropped instead. This may result in easier scrolling on macOS by reducing unintended scrolling on the opposite axis of the intended scroll axis.
