Instead of opening download manager and downloading file i get an error message about a local file

If I go to this page, I get always (reproducable) following error message: 
[SOME TEMPFILE, which changes everytime] could not be saved, because the source
file could not be read.

Steps to Reproduce:
1. Go to
http://sourceforge.net/project/showfiles.php?group_id=10072&release_id=83299
2. Select the File WinCvs13b9.zip
3. Get the error message



Expected Results:  
Open the download manager and download the file
#1 most-reported bug in 1.2b. Deleting compreg.dat and restarting Mozilla should
fix the problem.
